paths.base: manifest is not honored for workflows: — bundled workflows only resolve from repo root, blocking self-contained subdir layouts (sibling to #459)

When browsing stored reports with swamp report search, there is no way to filter by report type name directly (e.g., show only @webframp/cost-audit-report results across all workflows). Currently you can filter by --model, --workflow, --scope, or --label, but not by the report type itself.

Proposed Solution

Add a --type <report-name> filter to swamp report search that filters results to only show reports matching the specified report type name.

Alternatives Considered

Using --label as a workaround, but this requires knowing which labels a report uses and doesn't provide exact type matching.
